Letter to the Editor: Not designed for an ever-expanding Union

Sir, Neil O'Brien (Letters, June 5) is wrong to assert that the route forward suggested by Business for New Europe is an attempt to sidestep the No votes in France and the Netherlands.
We oppose the idea of adopting the constitution, and instead advocate a continued period of reflection, which ultimately will lead to agreement on new procedures in the form of a treaty. This treaty will give the European Union a modernised machinery allowing effective decision-making.
Europe's policy-making structures were not designed for an ever-expanding Union, now standing at 25, and require updating. If the important institutional reform is not going to happen in the form of a constitution, or in the form of a treaty, how will it take place?
